SCOR has been involved in building capacity for ocean science since the very beginning of the organization in 1957. The focus has primarily been on helping individual scientists from developing countries to be involved in SCOR activities and to network with scientists from developed countries. SCOR’s definitions of developing countries are those that the World Bank includes as Low-Income, Lower-Middle-Income, and Upper-Middle-Income economies.
